Reporting jointly to the CIO of UC San Diego Health and the CIO of UC Irvine Health, responsible for determining the strategic direction and application of technology within UC San Diego, UC San Diego Affiliates and UC Irvine Health. Position oversees a team of directors at both UC San Diego and UC Irvine and works to ensure optimization of clinical application solutions to enable the delivery of safe, effective and high quality patient care. Position is responsible for the complete life cycle of the clinical system with focus on workflow based design, effective implementation of vendor tools, promulgation of rigorous quality assurance cycles and construction of durable ongoing support and user feedback structures. Position is responsible for all EPIC related applications including inpatient clinical applications, ambulatory applications, revenue cycle and lab system at UC San Diego, UC Irvine, as well as UC San Diego affiliates.
Works closely with senior management to define the strategic plan for clinical applications throughout the location's medical center / health system.
Oversees the overall design / implementation, ongoing support and strategic planning for clinical applications to support the organization's operations and new initiatives.
Oversees the development of systems that will evaluate ongoing user needs and identify gaps in client training or information technology (IT) service delivery. Develops best practices recommendations for clinical applications at all locations.
Oversees the development of long and short term staffing plans. Ensures subordinate managers and staff access professional development opportunities to increase competency levels, in conjunction with division strategic plans.
Ensures subordinate managers have competencies in managing department budget and employees and in establishing a culture of teamwork and effective collaboration.
Develops system applications standards across the organization to maintain a technological and competitive edge within the educational, medical and/ or technology industries.
Works closely with senior leadership to define the organization's clinical applications strategic plan, manage resources/ budget to meet short and long-term objectives and establish overall clinical applications governance framework.
Oversees acquisition and selection of software vendor solutions (hosted or in-house). Manages approved enterprise systems implementation in partnership with senior management and other departments.
Oversees and ensures that project timelines and deliverables are within budget and operations remain within allocated resource limits. Integrates new project timelines to ensure success with current activities. Interacts regularly with business stakeholders to ensure business requirements are met.
Collaborates with departments and senior management to develop and maintain a technology plan that supports the organization needs. Develops and communicates application alignment plans to executive team, staff, partners, customers and stakeholders.

Bachelor's degree in health care information technology, computer science, or related area, and or equivalent combination of experience / training.
Ten (10) or more years of relevant experience and proven success in clinical applications concepts, policies, and practices including the planning, design, development, testing, integration of software and systems, programming, training and support methodologies.
Experience with process redesign, change management and cultural change associated with the adoption of new technology in clinical settings.
Ability to navigate complex structures concerning risk, compliance, corporate policy and procedures, internal controls, and legal and regulatory mandates.
Collaborative and collegial communication skills conducive to leading in a complex environment with multiple sites and constituencies.
Demonstrated ability to drive transformation and execution while managing internal stakeholder expectations across the enterprise.
Proven leadership and continuous experience working in the healthcare field with application support experience in a multi-disciplined environment.
Substantial leadership experience in Healthcare IT Management and in the implementation and maintenance of clinical application systems with special emphasis on EMR optimization.
Ability to implement complex information systems and coordinated conversions, upgrades and enhancements of systems.
Strong understanding of project management methodologies and demonstrated successful implementation of large, multi-million dollar projects.
