Under the general direction of the Manager of Plant Operations & Maintenance, assist in the overall management and development of UC Davis Health energy activities and related policies and proposals. Plan, regulate and monitor energy use throughout the organization to provide leadership and guidance in developing and implementing energy efficiency action plans. Understand and leverage utility energy efficiency rebate and incentive programs to ensure UC Davis Health seeks all financial opportunities and lowers energy usage and costs through efficiency. Duties include identification of projects, administration and submittal of all utility incentive applications, lead technical advisor through project delivery and preparation and analysis of measurement and verifications data along with final utility close out paperwork. This position is the first point of contact for UC Davis Health staff energy conservation and data requests in support of multiple organization-wide climate change initiatives, including annual certification of greenhouse gas emissions. Automates data collection and record keeping procedures for utilities management purposes. Establish and maintain an effective communication strategy; develop and coordinate inter-relationships with other departments and outside agencies. Establish goals and metrics for measuring energy strategies and conservation practices. Provide supervisory oversight of energy conservation initiatives.REQUIRED- Bachelor's degree in Mechanical, Electrical or Industrial Engineering or equivalent combination of education and experience.- Five (5) years of engineering experience, including two (2) years of responsible design work with a demonstrated ability to understand and implement UC Office of the President goals for Clean Energy and Green Building Construction and Operations.- Experience with the Leadership in Energy and Environmental Design (LEED) guidelines for new building construction, major renovation and existing buildings.- Extensive professional technical experience in energy and/or utility management, engineering or equivalent experience in developing and implementing resource efficiency.- Experience and extensive knowledge of issues involving Global Climate Change and Greenhouse Gas Accounting- Experience and extensive knowledge of registry and regulatory requirements associated with California Law SB-32 (Global Warming Solutions Act)- Technical knowledge in 'state of the art' energy management systems such as Johnson Controls 'Metasys', ION Energy Manager, etc.- Knowledge of applicable laws, regulations, policies and industry standards pertaining to energy and related environmental compliance.- Knowledge of Cogeneration plants and their operations interacting with building performance.- Analytical and financial skills with the understanding of electrical utility rate structure, tariffs, and energy accounting to review energy performance and spending metrics to reduce energy and utility spending waste.- Extensive knowledge of leading edge energy efficiency processes as it relates to a reduction in greenhouse gas emissions.- Project management experience and/or skills to deliver projects on time, in budget, and within scope; experience performing feasibility studies.- Experience compiling and analyzing utility consumption and weather data to support environmental compliance and new programs.- Knowledge of standards in the industry to establish goals and metrics to support energy strategies and conservation practices.PREFERRED- Valid California-Licensed Professional Engineer (or licensed in reciprocity jurisdiction)- Certified Energy Manager (CEM) certificate- Substantial understanding and experience of energy usage and efficiency measure in a large, complex healthcare setting, with particular emphasis on research and laboratory spaces.- Experience with highly complex plant operation and maintenance systems.- Excellent technical and non-technical writing ability- Organized and detail orientated with the ability to think critically- Experience in the use of Windows/Microsoft based programs- Skills to analyze and resolve complex engineering problems- Technical experience with energy or utility management in higher educationSPECIAL REQUIREMENT- THIS POSITION MAY BE SUBJECT TO A CRIMINAL BACKGROUND INVESTIGATION, DRUG SCREEN, LIVE SCAN FINGERPRINTING, MEDICAL EVALUATION CLEARANCE, AND FUNCTIONAL CAPACITY ASSESSMENT
