Job Requisition Number: 23350. Physical and Environmental Planning (PEP) within Real Estate develops projects, plans and reports and engages with public agencies, cities and the community, to support the University’s physical space and transportation needs.
PEP provides leadership in development and review of physical planning and design of capital project proposals. A framework of physical and academic plans that are regularly updated guide decision-making for campus owned properties and their uses. Much like an Advanced Planning department of a city, PEP's role is to help develop and implement these plans, enhancing and sustaining the distinct character and environs of the UC Berkeley campus as it grows and changes. PEP is the office of record for project design review and environmental approvals and is responsible for campus compliance with the California Environmental Quality Act (CEQA).
Manages full range of capital project and long range planning activities and programs, including the environmental process. Provides planning program policy development, direction, and administrative guidance to planners, project managers, other Real Estate Division staff, and campus divisions and colleges. Manages internal/external staff relations, provides leadership to support client/stakeholder relations, ensure quality of work, develops and oversees planningproject budgets. May serve a primary liaison with external agencies/organizations, and defines appropriate coordination points within the principal planning group. Initiates, coordinates and completes complex planning program negotiations. Coordinates budget planning/development and develop administrative policies for planning programs. Represents the AVC, the Real Estate Division and, when appropriate, the campus to internal/external advisory groups/committees. Leads the project planning development program and manages staff and organizational initiatives. Coordinates project planning with front-end and back-end stakeholders to ensure that planning content, project information and navigation towards deliverables is optimal to the successful completion of project work, on time and within authorized budgets. Continuously optimizes the customer/user interface for planning project development and coordination, including fostering relationships with key consultants/vendors.
Develops planning infrastructure (staff, organization, process) and capacity towards long-range planning and operations goals established by the AVC; assists the AVC and the Director with implementing strategies to ensure effective participation of all levels of campus management in long-range planning, policy development, and environmental entitlement. Manages internal/external feasibility/development studies for capital development projects resulting in recommendations to campus senior leaders to direct to and impact the nature/quality of campus planning, real estate, design, development and construction programs. Manages and/or negotiates terms/conditions of complex contract agreements. Develops functional area budgets projections for operating costs. Manages environmental entitlement for projects and programs, including strategy development, consultant management, internal and external process. Ensures expertise/information on existing, proposed and potential capital improvement program funding sources including developing and presenting proposals and requests for funding. Manages and coordinates with internal partners re: required submittals (Regental/UCOP) for funding, approvals. Plans, prioritizes, assigns, supervises and reviews work of planners and other Real Estate Division staff responsible for implementing the approved planning projects under various funding sources based upon their functional specialty. Hires, trains, evaluates professional planners, including establishing performance standards/expectations; coach/counsel staff, and establish core competencies.May oversee work of lower level professional positions.•Thorough knowledge/skill in comprehensive complex planning operations management. •Thorough knowledge of architecture, urban design, city planning or landscape architecture, including advanced knowledge of building design or planning in a large-scale public or institutional setting.Thorough knowledge of planning, design, construction, environmental issues, sustainable development and design, legal issues, federal, state and local laws, regulations and practices governing planning, and state/federal legislative processes. •Expert written, verbal, and interpersonal communication skills, including expert level political acumen and negotiation skills. •Expert skills in building, maintaining and nurturing strong professional relationships to achieve short and long range campus development goals. •Expert analytical and project management skills. •Expert knowledge of the campus, including its architectural history, short and long range development plans, infrastructure and current, on-going and future design and construction plans. Education: •Master's degree in or professional degree in related area (architecture, landscape architecture, planning) and/or equivalent experience/training Licenses or certifications: Architecture (license), Landscape Architecture (license) or Planning (AICP )
