Position Summary

Donner Summit Public Utility District’s Board of Directors is seeking a General Manager with intrinsic knowledge of local, state, and federal regulations and laws governing both water and wastewater systems. This position requires well-developed skills in strategic and financial planning, system operations, people management and regulatory affairs.

The successful candidate will be articulate, credible, and trustworthy, with a strong commitment to public service and the community, and is able to develop strong, positive relationships with the District’s Board of Directors, staff and customers.

The General Manager (GM) serves as the chief executive officer and financial manager under the direction of the District’s five-member, publicly elected Board of Directors. In addition to daily oversight of both and wastewater utilities, the GM is responsible for implementing all business operations, policies and programs as directed by the Board of Directors, and foresees future needs, including repairs and improvements, and other operational necessities. The GM is responsible for the operational budget and overall fiscal health of the District. The GM oversees all District staff and human resource functions.

Main Responsibilities

• Plan, organize and oversee District functions.
• Participate and provide guidance in the development and implementation of the District’s mission, vision, strategic plan, goals, objectives, policies and procedures as directed by the Board of Directors.
• Advise the Board of Directors on issues, programs, and financial status; prepares and recommends long- and short-term plans for District service provision, capital improvements, and funding.
• Ensure compliance with all relevant local, state, and federal laws, rules, and regulations, as well as District policies.
• Prepare monthly administrative and operations reports and financial reports for regular monthly or special Board of Directors meetings.

• Develop and oversee the preparation of the District’s annual operations and capital budgets; present the budgets to the Budget Committee and ultimately the Board of Directors for approval.
• Prepare for the District’s annual and independent audit and work with the Auditor during the process.
• Interact with and manage the District’s contractual relationships with attorney, engineers, accountants, auditors, and other consultants retained by the District.
• Confer with and advise District staff on issues relating to the operation and maintenance of the District.
• Represent the District in a positive way to elected officials, outside groups and organizations, community and professional groups.
